Illiteracy is another significant challenge that continues to plague the Philippines. While progress has been made over the years, so much more has to be done.

In the table below, we list the problems concerning illiteracy and the proposed solutions from various sources. This table and all the others in the CEPIP database will be updated after we receive and process submissions, both internal (from our team, associate members, and affiliate organizations) and external (supporters and site visitors).

 

We invite all visitors to submit their own problems and  recommendations, so we can look at our collective input, work on our feedback together, and figure out how to implement the proposed solutions.

Problem

High rate of drop-outs

Cause

* No money for transport

* Parents use the government-provided allowance for public transport to buy food instead.

* Distance from schools

Solution

Disseminate the public transport allowance in the form of tickets or chits, like the food stamps western governments issue their low-income citizens.

Make them non-transferable and non-convertible to cash.

Implementation

Issue the chits via local government units or outreach ministries.
